Yes, OBP is based on Plate Apperances not ABs.

I think you're mistaken. OBP, I think, is based on official at bats plus walks. A sacrifice fly (and sacrifice bunt) is not an official at bat and does not count toward OBP. With that being said, I'll have to double check now.

From Baseball Almanac:

OBP
(Hits + Walks + Hit-By-Pitch) / (At Bats + Walks+ Hit-By-Pitch + Sac Flys)

I just checked. Prior to 1984, Sac. flies did not count, but they do now. Butr sacrifice bunts do not.

Sorry just to clarify...

So a sac fly does not count as a plate appearance and does not change your OBP. Is that right?

You are correct.

Stupid fact, I'm not sure when they put in the Sac Fly rule but when Teddy Ballgame hit .406 they did not have the rule in affect yet so that average would even higher than what it was! If he had 6 sac flies in 1941 he would have a .411 avg! Just some food for thought and me being bored at work ;-D

Tell me how Sac Flies do not count negatively towards your OBP?

so sac flies don't count?
Give a man a fish and he'll eat for a day, teach a man to fish and he'll drown because you forgot to teach him to swim.
