let's say you have a player on the DL in a daily league and all of your positions are full with healthy players..., now if the guy on the DL comes back and is off the DL in real life, can you keep him on the DL and move your 'healthy' players back and forth from the bench and into a starting position and then back to the bench, all while the DL guy sits on the DL?

As long as things continue to work as they have in the past, yes. If a player comes off the DL, you can continue to keep him in your fantasy DL spot and make in-roster changes. However, if you plan on making any adds, drops, or trades, you won't be able to do so until you activate that player from the DL.

I don't think it will let you edit your roster in anyways until you have the right amount of players.
