Owners pitching very few innings to boost their ERA?

its not just what someone does right now but what they do for the entire season.
by not having many innings pitched right now sure they are losing out on W's and K's ..but what if in doing that they are way under the IP limit and then come mid season or after they load up on pitching to make up for the W's and K's. by the end of the season they are still at/near the IP max, they just arnt using up those innings now on mediocre pitching.

I don't think it's a smart strategy.
Unless they have good injured pitchers and are waiting for them to return from the DL. And while the pitchers are out the manager figures its smarter to just not even worry about picking up bad to mediocre free agent pitchers which will hurt there ERA. So they stick with the relievers and a couple starting pitchers. Because it is true that K's and Wins are much easier to move up in (in the standings, later into the season) than ERA and Whip.
