IMO they are going to spend for a 5th starter. From what I've read there is around $7-8 million left in the budget for the rest of the year. That doesn't include Schumaker's raise via arbitration or whatever they settle for. It will need to cover call-ups during the season and/or any trades they make. Right now I'd bet on Garcia being the 5th starter but that won't be decided until closer to the season.

The Cards have been looking at Wang the last couple months as well. Another project for Duncan.

There are worse places for Hill to wind up. There won't be much pressure and pounding the strike zone is stressed. I remember that game where Hill had command of his pitches. Worth keeping an eye on.
