I. Governance

A. The commissioners of the BCTLMX Aaron Tonning and James W. Foland Sr. The commissioners ruling on any disputes regarding this league is final.
B. A three-person committee, chosen at the commissioner’s sole discretion, may be used to handle disputes on a case by case basis if the commissioner determines this process necessary. This committee will consist of the following owners: Alex Vonwittkamp, Chris King & Charlie Smith.
C. Rules changes will be voted on by league going forward. All new rules must pass by a 2/3 vote of league. (20 league members minimum 14 members must approve of any new rule)
D. Core League Concept: To be as close to possible to Rotisserie Baseball as originally thought of in the early 80’s. While trying to make league as close to real MLB baseball in concept as possible. EXAMPLE: Real baseball does not stream Starting Pitchers. Keeping to a 5-day rest system. Our solution to this is weekly line ups or 10-day rule. 10-day rule: players must remain on roster for 10 days before can be benched. Unless injured or sent to minors.

II. Object

A. To assemble a legal line-up, as defined by these rules. Who has league leading cumulative statistics, from first place to last place. Based on the actual numbers, that takes place in Major League Baseball.

III. Teams

A. The BCTLMX shall be made up to 20 teams.
B. Partner owners have full authority to transact roster moves without consent of the other partner(s).
C. Team names must be tasteful & cannot be changed during the BCTL season. A team may not change names if it has previously won a BCTLMX title unless there is a change in ownership.

IV. Roster

A. Each teams' active roster consists of the following 26 active roster players and 16 bench players:
1 Catchers
1 First Baseman
1 Second Baseman
1 Third Baseman
1 Short Stop
1 Corner Infielder
1 Middle Infielder
5 Outfielders
1 UT
1 UT/UP (hitter or pitcher)
5 Starting Pitchers
5 Relief Pitchers
2 Utility Pitchers
26 Total Players

B. All positions must be filled at all times. No open roster spots or a roster will be deemed illegal and will not gain Stats.

C. Bench

1. Benches will be expanded during the season for injured players.
2. Benches will be expanded due to trades Example: trading 1 player for 2.
3. 10 extra bench slots will be given.
4. Free agent rules still apply. See Section VII, sub section C.
5. When rosters are due for the next season Roster and Bench will be reset.

V. Position Eligibility

A. Players may be assigned to a position he appeared in at least 10 games the previous season. If he did not play 10 games at any one position he may be drafted / assigned only to the position he appeared most frequently. During the BCTLMX season a player may be assigned to any position in which he appears in at least three games.

B. Players who qualified at a position the previous year. But lose that position the following year may retain the position. As long as that player finished the previous season on your teams’ roster in the lost position. If moved out of that position the player can not be placed in the lost position again.

C. If DH was the only position the player is eligible for, the player may only be assigned to the UT as a hitter.

D. Players with NO MLB EXPERIENCE may be drafted into any position marked eligible by the League used web site. If the player is moved out of that position during the season and does not qualify there, then he can only be put in the position he qualifies at.

VI. Auction Draft Day

A. The auction draft will take place on a date to be announced each season,
B. The drafting procedure will proceed as in previous years. The Drafting Procedure is an Auction format. Players go to the highest bidder. Auctioneer sets the pace of the auction by calling for final bids.
C. A salary cap of 340$ is set to fill your starting 26 and your 16-man bench. D. Teams must nominate a player on their turn. Failure will result in a player being nominated for them. Player to be selected will be from the top of roster down. Position selected starting from the C too UP Positions. The Top player available according to the league used site will be the player nominated at a 1$ starting bid. E. Any player MLB, Minor League, International, College or High School can be nominated for the auction.
F. Each team will get one, one-minute time out.

VII. Cutting/Claiming Players

A. Free agents are claimed through the web site and will follow the website claiming rules.
1. Players are claimed Wed through Sunday.
2. Players not in your starting line up MUST be released Monday-Tuesday
B. All free agent claims are assigned a 5Y contract & count $5 toward the salary cap.
C. Players can only be added from F/A pool to fill a roster need due to an injury or being minor leagued from the major league roster or if a player is underperforming.
D. Once a Y contract player is removed from your active roster for any reason the player will go back into the free agent pool. You CANNOT keep Y players on your bench.
E. Any active MLB player who is not on a BCTLMX roster can be claimed the first full day after his activation (Example: Dodgers activate player X on Monday at noon. All claims sent in by 8pm will be considered valid).
F. Teams may make an unlimited number of roster moves. Teams cannot pick up more than 4 FA per period.
G. Any team making more than one free agent claim per week must put their 1st priority first, as after a team has gotten one free agent on a day then they will go to the back of the order to claim their 2nd player. So please make sure that you put the highest priority claim in your e-mail.
H. Players must be taken off the INJURED roster the following week after the ML team has activated the player. If the player is not taken off the INJURED roster the following week then the player will be placed on the active roster for the player that he replaced when on the DL. If that player is no longer on the roster then it will be the player that replaced the first player and etc. I. Players picked up during the week. MUST be started in the following week. (Only exception is due to injury then that player must be released.) J. You cannot claim a F/A and then drop him before he starts for you the following week.

VIII. Contracts

A. Years remaining will be marked by 1-6 1=1year, 2=2years and so on.
(*) adjacent to a year indicates no MLB experience. Example (3*) 3 years remaining *Minor League Status. The (*) goes away the year following a player’s 1st AB or 0.1 IP.
(X) Means contract has been extended and cannot be extended again. Example (2X) 2 years remaining X no longer extendable.
(Y) F/A pickup. Player dropped at seasons end.
(Z) Commissioner added player do to inactivity of an owner.

B. Contracts of players maybe extended only 1 time. A max of 4 years can be added on last year of contract at a cost of 5$ per year. EXAMPLE: player A on last year is due 5$ adding 2 years makes him 15$ for the remainder of his now 3-year contract.

IX. Standings

A. The following criteria will be used to determine team performance:
(HR) - Total Home Runs
(RBI) - Total Runs Batted In
(RS) - Total Runs Scored
(SB) - Total Stolen Bases
(OBP) – On Base Percentage
(ERA) - Composite Earned Run Average
(WHIP) - Composite Ratio: BB + Hits/IP
(W) - Total Wins
(SVH) - Total Saves/Holds
(K) - Total Strikeouts

Teams are ranked from first to last in each category.

B. If a team fails to pitch 1200 innings during the course of the season .0015 will be added for every 10 Innings short rounding up the Innings missed. Example 1190 innings and a 1.22 whip will get you a 1.2215 Whip. C. If a team fails to achieve 5000 at bats, .0002 OBP will be removed for every 40 Ab’s missed rounding up the AB’s.
D. League uses weekly roster setting. This is in use until as such time League site allows individual position lock to fit to a return to a 10-day roster rule. In which players must remain on roster for 10 days. And cannot be benched unless Minor Leagued or put on DL with in those first 10 days on roster.

E. Pitchers offensive stats and offensive players pitching stats are not counted. If a player does play regularly both ways CBS or another Site allows them to be either a hitter or a pitcher. However only one position at a time.
F. All ties in the final standings are ties. In order to determine draft order and other such league matters the team with the most at bats plus innings pitched will be placed ahead.

X. Stats

A. The daily player-performance summaries at BCTLMX constitute the official database for the computation of standings.

XI. Fees

A. There is an annual league fee of $65.
B. League fees must be paid on the same day rosters are due. Failure will result in team being locked until dues are paid.
C. A continued failure to pay league fees on time can result in the loss of your team. This could also affect your standing in other leagues in which we are all involved.

XII. Prize Fund

A. All entrance fees (minus statistical site fee) will be put into the prize fund & divided amongst the below in the final standings as follows:

B. Prizes for a league of 11 or less teams:

First place......................55%
Second place.................30%
Third place....................15%

C. Prizes for a league of 12 to 16 teams

First place......................50%
Second place.................25%
Third place....................15%
Fourth Place……………10%

D. Prizes for a league of 17 to 20 teams

First place......................40%
Second place.................20%
Third place....................16%
Fourth Place……………14%
Fifth Place------------------10%

XIII. Transactions

A. A player on an active BCTLMX roster must be replaced if he is:
1. Placed on the MLB teams disabled list
2. Sent to the minors
3. Suspended/placed on bereavement list for more than 14 days
4. In any way is removed from an active MLB roster

B. Failure to replace an inactive player within TWO full transaction days (In 10-day rule system). If injured player is not replaced in the following weeks roster set. The league commissioner will be choosing a player under rule IX, section C (if an owner is on vacation, or otherwise out of communication, you may request a longer time frame to make your transactions as long as you let the commissioner know PRIOR to the vacation or event).

C. A BCTLMX roster may be changed voluntarily by the following means:
1. BCTLMX trade
2. Cutting/waiving a player
3. Expanding your roster in September

D. A salary cap of $340 for draft day is set for active players. And a $375 salary for active players must be maintained from the point immediately after the draft until August 31. If you exceed the cap the most expensive player on your roster shall be automatically waived. Players will go through waivers. If more than one player has the highest salary a hitter will be taken first over a pitcher. If there are two hitters or two pitchers, the commissioner will decide at random.

XIV. The Disabled List

A. A player on the MLB disabled list is placed on his BCTLMX team's Bench.

XV. Rotisserie Trading

A. Trading is allowed during the following times only:
1. January 1 to the day lineups are due
2. Opening day until August 7th
3, Trading ends Aug 7th at 8PM Pac Time

B. A trade that causes an illegal roster is allowed provided the illegal roster is made legal by 8 PM the same transaction day the trade is finalized.

C. Any injury, suspension, or MLB trade involving a player must be disclosed before a BCTLMX trade is made. Any failure to voluntarily give this information before trading an effected player shall render the BCTLMX trade void at the sole discretion of the owner who is receiving the affected player(s).

D. All terms of a trade are to be announced at the time of the trade. Absolutely no cash, favors, future considerations, promised deals in other leagues, or players to be named later are allowed.

E. A trade will not be approved if there is any dispute among the trading owners over any information (salaries, contract status, injury, Suspension, etc...). A trade may be voided if, in the opinion of the commissioners, it upsets the balance and/or integrity of the League.

F. Any owners guilty of collusion shall be expelled from the league.

XVI. Pre-Draft

A. All teams are required to turn in a list of players & contract extensions they wish to keep for the upcoming season to the Commissioners on a Date determined by the Commissioner each year. The Commissioner will update the web site with the players being KEPT by 1PM PST the day following when rosters are due.

B. A significantly injured player (defined as on the DL or headed to the DL and expected to be out for a long period of time), may be cut before the day of the draft provided his circumstances have changed significantly after the keeper lists have been submitted. A request must be made to the commissioners a minimum of 24 hours prior to the draft & the decision on the matter is final.

XVII. September Roster Expansion

A. On Sept. 1, a team may expand its roster up to 29 players. The additional spots on the roster shall be considered extra utility spots. No more than 2 UT or 2 UP and must have 1UT and 1 UP A team may not have more than 14 pitchers or 18 hitters at any one time.

XVIII. Expansion Rules
A. For the purpose to get to 20 teams.
B. Each Team may keep up to 15 players at a cost no greater than 120$. Players must be extended at this time and extended value is included.
C. All players not kept will be put into an expansion pool for new teams to draft from.
D. New teams can add up to 15 players at a cost no more than 120$.
E. For smaller expansion years 1-3 teams. New teams get to select from non-kept players in an expansion draft. With no limit to number players taken or cost.
F. After expansion draft all remaining players from the Draft pool will be put into Free Agency.

Info for 2020 Season!!!

No Minor League/Reserve Draft going forward. Your 330$ auction cap includes 26 starters and your 16-man bench.

No Supplemental Draft Going Forward.

Waiver Wire pick are allowed multiple times during the week Thursday to Sunday. Opposed to just Sunday night.

Added rules are in section VII.

Missed Innings or AB Limits. The old way figured about a .0002 minus to OBP per 40 AB’s and a .002 Add to Whip per 10 innings. So instead of doing the math I just made it a flat amount already written out.

One Trade deadline like in MLB

League Fee drops from 100 to 65.

Simplified Contracts.

Simplified many of the rules for easier reading.

Free Agents Claims will be done Wed through Sunday. All non-starting players must be released Monday-Tuesday.
